Belgium's Peppol e-invoicing mandate: what every contractor needs to know

Belgium is one of the first EU countries to introduce a mandatory B2B e-invoicing obligation. From 1 January 2026, Belgian businesses must be able to receive structured electronic invoices via the Peppol network. The obligation to send via Peppol follows shortly after. This affects every trade contractor who works for other businesses.

What is Peppol?

Peppol stands for Pan-European Public Procurement Online. It is a European network that allows businesses to exchange structured electronic documents. Instead of attaching a PDF to an email, a Peppol invoice is a standardised XML file that any accounting system can read and process automatically. The recipient does not need to type anything manually.

Who is affected and when?

The Belgian mandate is being introduced in phases. From 1 January 2026, large companies with more than 25 employees must be able to receive Peppol invoices. Medium-sized companies follow from 1 July 2026. Small businesses with fewer than 10 employees must comply from 1 January 2027. The requirement to send invoices via Peppol follows the reception mandate.

What does this mean in practice for a plumber, electrician, or HVAC contractor?

If you invoice other businesses in Belgium, your invoicing process will need to change. A PDF sent by email will no longer be sufficient for B2B invoices. You will need access to a Peppol-certified service that can send and receive structured invoices on your behalf. The good news is that this does not require any technical knowledge. Does it affect invoices to private clients?

No. The Peppol mandate applies to B2B invoices only, meaning invoices sent to other registered businesses. If most of your clients are private homeowners, you are only affected for the portion of your work that goes to business clients such as property managers, construction companies, or commercial clients.

What about invoices to foreign clients?
